Manages operations, records, programmes, participant administration and Depositary functions.
Retain independent control over their own membership, appointments, programmes, standards, fees and liabilities.
Time-bound bodies created for defined questions and outputs.
Commercial participation cannot purchase governance decisions, editorial conclusions or formal instruments.
UNBOUNDED requires governance that protects institutional purpose while allowing the ecosystem to remain lean enough to operate. The central discipline is to distinguish clearly between shared ecosystem authority and the independent authority of each constituent institution.
