Nature of the instrument

Voluntary and non-binding. It does not create treaty obligations, override national law, regulate professions or claim governmental authority.

Recognition of interdependence, fragmentation, professional independence, local knowledge, AI opportunities and risks, and the need for responsible cooperation.

Barcelona Principles

Professional independence; context before contact; consent before connection; jurisdictional respect; expertise with accountability; multidisciplinary cooperation; early intervention; human responsibility in AI; transparency of role; no purchased influence; information responsibility; continuity beyond convening.

Adoption

Preferred method is general assent or recorded endorsement. The Assembly will not claim unanimity or global consensus where material objections remain.

Signature

Individual or institutional capacity must be stated clearly. Institutional signature requires proper authority or may be subject to subsequent ratification.

Depositary

The UNBOUNDED Secretariat preserves the authoritative text, instruments, reservations, interpretive statements, version history and official register.
