A resolution records an action or decision. A working mandate authorises defined work with a lead, scope, output, timeline and review point.

Only a limited number should be adopted. Each must identify the responsible body, action, timeframe, reporting point and status.
General assent and recorded endorsement are preferred. Formal voting is reserved for clearly defined decisions and eligible participants.
Every mandate states the question, scope, lead institution, convenor, contributors, output, initial term, reporting date and limitations.
A resolution that commits a separate institution may remain subject to that institution’s own approval or ratification.

The Barcelona Assembly is a professional and institutional forum. References to adoption, signature, ratification, accession, deposit and signatory status describe its internal voluntary processes and do not denote treaty action, governmental ratification, diplomatic status or obligations under public international law.
